HBA By-laws

Constitution and Bylaws of the Home Builders Association of Northern Kentucky

A Brief History

Founded in Covington, Kentucky, in 1955, by 16 residential contractors, the HBA of Northern Kentucky has grown to become the Nation's 18th largest chapter of the National Association of Home Builders. The Organization's jurisdiction covers 10 counties including Boone, Bracken, Campbell, Carroll, Gallatin, Grant, Kenton, Mason, Pendleton and Owen, with a combined company membership of over 1,250, representing approximately 10,000 persons employed in the construction industry.

The Organization offers specialty membership affiliations through the Land Development Council, Associates Council, Sales & Marketing Council, Women's Council and the Political Housing Club. Over 400 members participate annually on these councils and the Organization's numerous committees and task forces. To register for any HBA council, visit http://www.hbanky.com/membership_councils.html, or visit http://www.hbanky.com/government_phc.html for the Political Housing Club.

HBA shows including the Home Products Expo, Kentucky Cavalcade of Homes, HomeFEST, Parade of Homes, CiTiFEST and Tour of Remodeled Homes, provide opportunities for Association members to showcase products and services to consumers throughout the region. Additional information on any HBA Show can be obtained by visiting the HBA website at www.hbanky.com and clicking on a show's link. BuildEx is an online member subscription service operated by the HBA which tracks construction permit activity for residential, commercial and remodeling projects throughout the region. The service may be accessed off of the HBA website or by visiting http://hbanky.com/IndustryIssues/buildexlogin.asp

The Home Builders Care Assistance Fund of Northern Kentucky, a charitable philanthropic arm of the HBA, was established in 2002 and provides programs for minority trades training, community beautification and emergency housing assistance. The Fund has received grants from the US Dept. of Labor, the Greater Cincinnati Foundation, the National Housing Trust and private contributors. In 2006, proceeds from the Fund were used to construct the HBA Memorial Gardens at Devou Park Overlook in Covington. Additionally, the Fund has provided training and scholarships for both Latinos and African Americans interested in construction-related careers. For more information pertaining to the Care Assistance Fund, visit http://www.hbacare.org/. To learn more about the Memorial Gardens at Devou Park Overlook, or to order an engraved brick paver, visit http://www.hbanky.com/DevouPark.html

The HBA established the Registered Builder/Remodeler Program in 1990, which requires all of the Program's Builders, Remodelers and Developers to adhere to specific industry construction standards (Performance Standards); provide a minimum one-year warranty and a written contract on all work to clients; carry workers compensation and liability insurance; conciliate disputes with clients and suppliers and complete annual continuing education requirements.

The HBA headquarters was originally located at 5th & Main Streets in Covington until 1980, when a new building was constructed on Grandview Drive in Ft. Mitchell. The Organization purchased and moved to a 17,000 square foot building in Erlanger, KY, in November of 2006. In addition to administrative offices, the current facility features carpentry, electricity and HVAC trades training shops and classrooms, as well as an events center that can accommodate over 200 people.

The HBA's Enzweiler Apprentice Training Program is the Nation's oldest continually operating HBA trades training program in the country. The two-year carpentry program was established in 1967, followed by the 4-year electricity program in 1978 and the 2-year HVAC program in 1984. The evening curriculum is taught by seasoned trades people. Over 95 percent of the program graduates are placed in construction-related careers. The HBA signed an articulation agreement in 2006 with Gateway Community College, which allows students of the post secondary Apprentice Training Program to transfer completed course hours for college credit at that institution.
