PURPOSE
The purpose for the Political Housing Club of Northern Kentucky shall be to operate as the political action committee (PAC) for the Home Builders Association of Northern Kentucky. To meet that goal, members shall organize, coordinate, promote and provide continuous support for fund raising on behalf of candidates, issues, and ballot initiatives that support the Home Building industry in not only Northern Kentucky but when appropriate throughout the Commonwealth.
Members shall promote the high ethical standards of the Home Builders Association of Northern Kentucky, provide service to it=s entire membership and defend the opportunities of home ownership for all Kentuckians.
MISSION STATEMENT
The mission of the Political Housing Club shall be to support those candidates who support the Home Building industry and affordable housing for all Kentuckians. The Political Housing Club shall give their support to those candidates based on their views and support of our industry and shall not be affiliated with any particular political party. The Political Housing Club=s ultimate goal is to insure that the greatest number of Kentuckians can realize the American Dream of home ownership.
PHC AT LARGE MEMBERSHIP
A. A person shall be considered a member of the Political Housing Club and have all voting privileges ascribed to that status, by making at least the minimum required contribution for the year. This will be considered to be Ain good standing@ for voting Purposes. See AContributions@ for the definition of minimum yearly contribution.
B. All members of the Political Housing Club must be members in Agood standing@ with the HBA of Northern Kentucky.
PHC EXECUTIVE COMMITTEE MEMBERSHIP
A. Executive Committee members of the Political Housing Club shall be appointed by the President of the Home Builders Association of Northern Kentucky. However, by accepting this appointment the appointee understands that he/she will be required to make the minimum yearly contribution to maintain their Agood standing@ status for voting.
B. All members of the HBA of Northern Kentucky=s Executive Officers Committee are defacto members of the Political Housing Club Executive Committee with full voting rights and privileges.
C. Executive Committee appointments shall be good for two staggered calendar years and is maintained by completing a pledge card for at least the minimum yearly contribution for the next calendar year.
D. If any Political Housing Club Executive Committee member, regardless of their level of contribution, misses three (3) consecutive Political Housing Club meetings for reasons other than illness or a reason excused by the Political Housing Club Chair, that member shall be removed from the Political Housing Club Executive Committee.
OPERATING RULES AND STRUCTURE
1. POLITICAL HOUSING CLUB OFFICERS Officers for the Political Housing Club shall be: Chair, Vice-Chair and Treasurer. The President of the HBA of Northern Kentucky will select the Political Housing Club Chair and Vice Chair. The Treasurer will be appointed by the Political Housing Club Chair.
2. RESPONSIBILITIES AND DUTIES OF OFFICERS Officers of the Political Housing Club shall have, but not be limited to, the following responsibilities and functions:
-CHAIR- Presides over all meetings, including opening the meetings, ruling on procedural motions, setting the agenda for meetings, and any other duties as needed to carry out the duties of Chair.
-VICE CHAIR- Presides over meetings in event of the Chair=s absence or as so designated by the Chair. Should the Chair for any reason during his term not be able to complete his year long appointment, the Vice Chair would assume the Chair Position and a new Vice Chair will be named by the HBA of Northern Kentucky President.
-TREASURER- Is responsible for delivering the financial report at all meetings and assisting with any bookkeeping records as required by law. The Treasurer shall be supported by the HBA of Northern Kentucky=s Staff Bookkeeper in these duties.
3. RULES OF PROCEDURE Meetings will be held in accordance with ARoberts Rule of Order!
4. QUORUM A quorum shall be considered to exist with the presence of a majority of those members on the Political Housing Club Executive Committee present at a scheduled meeting for the purposes of calling the meeting to order.
5. PASSING A MOTION A simple majority of those members voting shall be considered sufficient for passing a motion.
6. CANDIDATE ENDORSEMENTS Candidate endorsements require a two-thirds positive majority vote of those present.
7. MINUTES Due to the confidential nature of discussions at Political Housing Club meetings, minutes shall be kept of motions only. Copies of the minutes will be available to all who attend a subsequent meeting or upon request by any member of the HBA of Northern Kentucky.
8. STAFF SUPPORT The Executive Vice President of the HBA of Northern Kentucky shall serve as staff to the Political Housing Club. The Executive Vice President shall represent the Political Housing Club with or in lieu of the Chair at all fund raising activities as deemed appropriate at local, state or federal candidate fund raising events or other political events of interest to the Political Housing Club.
9. COMMITTEES The Political Housing Club shall have such committees as the members deem necessary for carrying out its purposes, goals and objective. The Chairman and members of such committees shall be appointed by the Chair of the Political Housing Club.
10. AMENDMENT OF BY-LAWS A two-thirds majority vote of those present is required to amend the bylaws of the Political Housing Club. Additionally, thirty days written notice is to be given to all eligible voting members prior to a vote on a submitted bylaw change.
11. MEETING NOTICES For regularly scheduled meetings notice shall be given to the entire Political Housing Club via mail, E-mail, fax or phone with as much notice as possible. In no case shall less than 48 hours notice be given for a regular or emergency meeting of the Political Housing Club.
CONTRIBUTIONS
1. Contributions made directly to the Political Housing Club shall be credited for Political Housing Club Membership.
2. The minimum yearly contribution per member is $300 in order to be eligible to vote.
